An Open Access Network is a business model where a network owner provides and operates the physical infrastructure of a broadband network which independent Service Providers then use to offer services to consumers (e.g. Homes, Businesses, Hospitals, Schools etc.).
It is essentially, a high-performance digital road system. Just as a single unified road system is shared by all the vehicles using these roads, an Open Access Network shares transport in the same way. The Network Owner/Operator only sells wholesale access to Service Providers who offer any combination of retail services (e.g. internet, video, voice) and other innovative services (e.g. Smart City, Smart Home, Public Safety, Emergency Communications, Telemedicine, Ageing-in-Place Applications).
The ”Open Access” nature of our network means that our infrastructure is made available to multiple Service Providers. We only provide the network and fibre connection point for homes and businesses etc., and do not provide services over the fibre. The end-user subscriber can get internet access and Wi-Fi from many Internet Service Providers (ISPs) who operate on our network. This model was created to put all ISPs on equal terms, creating an open and competitive market among them to compete for business – ensuring the end-user, gets the best possible price and service.
It is important to note that there are many types of Open Access model – with varying levels of quality and efficiency when it comes to network build, the operating systems in place and commercial models on offer.

An Internet Service Provider (ISP) is the company you pay to provide you with connectivity to the internet over our network. They use our connection point to provide you with internet access and Wi-Fi.
The term “fibre” is commonly used to refer to ‘fibre optic technology’. Fibre is made of glass and is the most stable and sustainable material over which to deliver data and internet services. Data is transmitted over fibre in pulses of light. Since light can travel through glass at incredible speeds, it is possible, that one day, with the right equipment, internet traffic [data] will be able to travel at the speed of light. Fibre, therefore provides the medium for some of the fastest internet experiences.
Misleading use of “fibre” in advertising: it is likely that your current internet connection is made up of a combination of fibre optic cables and traditional copper wires.
The majority of UK households and businesses receive their broadband over networks that are only partially fibre. Fibre terminates at a street cabinet with the final connection to the consumer being delivered over copper phone wire or cable. This is known as FTTC (Fibre-to-the-Cabinet). Fibre-to-the-Premises (FTTP) represents a step-change in quality of broadband – in speed, reliability and consistency. The FTTP acronym is often interchanged with FTTH (Fibre-to-the-Home). FTTP is an all- encompassing term referring to the connection of a residential or business premises to fibre optic networks. FTTH is associated with fibre connections to single or multi-dwellings. This means a fibre optic strand is linked directly to your home. It is a thin strand of glass used to transmit pulses of light that carry an incredible amount of data.
Fibre can carry various types of data across the network which allows you to set-up your entire digital life, at home, over your high speed internet fibre connection. This creates a world of possibilities, providing you with access to things like streaming of movies and music, access to online educational content, online gaming, video calling family and friends, security and voice services.
Fibre internet is the most stable and reliable type of internet in the country as it is not affected by poor weather conditions and electrical interferences from power lines, nearby cabling, radio frequencies and so on. If you are leaving a home where AllPoints Fibre is already installed, please only take the Internet Service Provider’s (ISP) router that plugs into the AllPoints Fibre Optical Network Unit (ONU) that is fixed to the wall. The ONU is a home fixture/fitting, each one has a unique serial number that is linked specifically to the property where it is installed. It will not work anywhere else.
The new homeowner can take over your line or you will need to cancel your service via your ISP. If you move into an area where we have an existing network, you can transfer your service to your new home. However, please notify your ISP of your plans, so that they can log the change onto our system as well.
If you move into a home with existing AllPoints Fibre and there is already an Optical Network Unit (ONU) mounted to a wall inside your home, you will only need a service activation in order to access the internet. Once you contact an Internet Service Provider (ISP) of your choice, to place an order, let them know that you already have our fibre installed in your home.
Once you have placed your order with your chosen ISP and it has been accepted and processed, your connection will be activated. If there appears to be any issues on your line prior to activation, we should be able to rectify this remotely. In the unlikely event that you will require a technician visit, we will send a technician to your home.
Following our fibre line activation, your ISP will activate your internet service and provide you with a Wi-Fi enabled router. The process for router installation differs from ISP to ISP, please ask your ISP for clarity. Once your Wi-Fi router is installed, your set-up is complete and you will be able to start experiencing your new next generation high speed internet.
Our Community Engagement Team will hand-deliver a letter up to 6 weeks before we start to build in your area. This will be followed by further notifications closer to completion of the network build. To keep disruption to a minimum, we use a range of construction methods. In most cases, work typically lasts around 2-3 days outside each property.
When AllPoints Fibre decides to rollout next generation high speed internet networks across communities, whether it be a village, town or city, it will first plan the entire infrastructure route very carefully. We then communicate our plans to the Local Authority.
Once construction work is able to proceed, AllPoints Fibre starts the civils phase of the project. The civils phase involves the digging of trenches, driveway crossings, planting of joint boxes, installation of access chambers etc.
Following the civils phase of the project, fibre work begins. Fibre is blown into underground ducts, and once the fibre has been distributed, it then needs to be connected and tested.
Once all of the civils and fibre work in an area has been completed, AllPoints Fibre enters the reinstatement phase and works to restore the condition of the roads and pavements. Once these have been restored, the fibre is in the ground and all necessary testing carried out, the area is then a “live” fibre area, making it possible to order and book installations via our Internet Service Provider (ISP) partners.
AllPoints Fibre installs the network on your street using a range of build techniques. In most cases, we place a small black box in the ground on the boundary of your property. Once you sign-up to the AllPoints Fibre network with an ISP, AllPoints Fibre Installation Engineers will agree on a preferred installation route from the connection box to your property.

There may be a delay between when the civils work takes place and when reinstatement takes place. This is because AllPoints Fibre brings in specialist reinstatement teams to work on the entire area once all civils work in that area is complete.
We therefore ask for your patience during this time and promise that we will not leave the area until driveways, roads and pavements, affected by the network build, have been attended to.
You will be able to access your property as normal throughout the build. During construction our team may need to dig a narrow trench in the pavement outside your home, but they will cover this to allow access if necessary.
You will receive a Construction Notice Postcard 2-4 weeks before any works on your street, informing you of the planned construction dates.

A Wayleave is written consent allowing us to install and maintain equipment at a private property. Once a Wayleave is entered into, we are given legal rights under the agreement itself and the Electronic Communications Code to carry out installation work and ongoing maintenance and repairs.
A Wayleave is required for all work carried out on private property*. This includes private roads and shared driveways, in addition to buildings. Multiple Wayleaves are required for routes where the land and building are owned by separate parties.
What a Wayleave will cover will depend on the plans attached and the way it is drafted. Wayleaves can cover a variety of scenarios – a specific route; an entire building or a portfolio of properties.
*There will be occasions where we will not be required to carry out new construction of our own as we will be able to use existing duct and pole infrastructure already in the ground. This entails conducting Physical Infrastructure Access (PIA) works on private land with a PIA Access Agreement whereby we are solely looking for access to a property to use existing infrastructure, to simply, for example, lift chamber lids.
The sooner the agreement is signed and returned to us, the sooner we can begin working on the rollout of our next generation high speed internet network to your properties.
A Wayleave is indefinite. It is an ongoing agreement allowing us to maintain the network apparatus/equipment.
The full cost of the network infrastructure is absorbed by us as part of our investment in the region. Note: “Non-Standard” installations are subject to survey. Any costs incurred will be dealt with on a case-by-case basis.

Your installation appointment will take between 2-4 hours depending on the complexity of the installation. Please note that there are exceptional cases where the installation can take much longer. Once the package you have purchased from your ISP is activated, you will gain access to the world of fast, uncapped, reliable internet.
You will need to be present during the installation as you will need to sign-off on the work once it has been completed. You may also be required to assist the Installation Engineers if furniture needs to be moved out of the way. If you are unable to be present for the installation, you can nominate someone else to be there on your behalf, provided they are 18 years of age or older and are able to make decisions in relation to the installation.
NOTE: once the installation has been signed-off, any route changes or moving of the Optical Network Unit (ONU) at a later stage will be at an additional cost.
Your Installation Engineer will go through a number of steps to carry out your Fibre-to-the-Premises (FTTP) installation.
There are 2 main elements to an FTTP installation:
Inside the property: A hole is drilled from the internal wall to the outside of the property with a fibre cable fed from the ONU modem to the CTB outside. There is some flexibility on where the ONU modem is installed, so you don’t have to locate it next to your existing telephone point.
Outside the property: the Installation Engineer joins (“splices”) the internal fibre optic cable (going from the ONU modem to the CTB) to the fibre optic cable coming from the access network.
An Ethernet cable (connected to the ‘Port’ terminal on the ONU modem) is used to connect the hub/router.
The focus for the Installation Engineer will be the quality of the final connection, and light levels will be measured to ensure the connection is reliable and robust.
With everything working, the Installation Engineer will be able to confirm FTTP performance is excellent and demonstrate downlink (over 10 times greater than with FTTC) and uplink (over 100 times greater than FTTC) throughputs. Latency is also noticeably improved, with pings considerably lower than with FTTC.
The installation of both elements typically takes about 2 hours.
This is a fibre converter that will deliver your connection to the AllPoints Fibre network. During installation, the ONU will be mounted on a wall inside your home. Your Wi-Fi Router connects to this ONU via an Ethernet cable.
A Router is a device that communicates between the internet and the devices in your home that connect to the internet.
To benefit from the gigabit speeds offered by your new AllPoints Fibre network, you should ensure that you and your devices are able to take advantage of the new potential speeds. Your chosen Internet Service Provider (ISP) will be able to give you all the advice you need but here is some useful background information:
The difference between the words “broadband” and “internet” is you use your broadband connection to access the internet. Broadband refers to the means which you get online and connect to the internet. For example, you buy a broadband package from your Internet Service Provider which gives you access to high speed internet, through your internet connection.

Bandwidth is the amount of traffic or data that can be sent to and from your connection.
The UK has been moving away from out-dated copper-based landlines to alternative technologies such as mobile phones, cordless phones and fibre services for years. Most people are aware of the fact that in the event of a power outage, their fibre-based landline will not operate. This is not an issue for most people as a mobile phone can be used as back-up.
To ensure access to 999 emergency calling for all those who may need it and peace of mind that in a power outage, they can still call for help - all Retail Service Providers (i.e. your chosen Internet Service Provider) have a responsibility to tell their customers that if there is a power cut, service will be down and they will not be able to make 999 calls. If they are a ‘vulnerable customer’, then they should be offered solutions such as a mobile phone or a back-up battery supply free of charge. If not classed as ‘vulnerable’, then it is chargeable to the customer.
AllPoints Fibre provides its Service Provider partners with a robust fibre network enabling them to provide best-in-class internet connectivity and services to their customers. This means that they are in a position to provide the necessary back-up services to customers, in line with their code of practice.
